Het kabinet wil de woningbouw flink opvoeren, maar daarvoor is ook genoeg ruimte op het stroomnet nodig. Enexis heeft op dit moment nog geen netcapaciteit beschikbaar voor 86.000 geplande woningen waarvan de bouw binnen drie jaar moet starten.
